~ In the wake of a tragic incident at the Suffolk County House of Correction, the Council has taken action to ensure accountability and clear procedures are in place for future critical incidents within correctional facilities. The Council has adopted a resolution urging the Suffolk County Sheriff's Department to implement critical-incident administrative leave standards.

The resolution was prompted by the death of Shacoby Kenny on December 8, 2025, following an altercation and physical restraint involving correctional officers. The Massachusetts Office of the Chief Medical Examiner determined Mr. Kenny's death to be a homicide caused by physical restraint from correctional officers. However, it is important to note that this determination does not determine criminal liability and that the Attorney General's criminal investigation is still ongoing.

The Council has specifically called on the Suffolk County Sheriff's Department to immediately adopt and enforce these critical-incident administrative leave standards in cases involving in-custody deaths resulting from the use of force. Additionally, they have urged a review of the duty status of personnel directly involved in such incidents.

This resolution serves as a crucial step towards ensuring proper protocols are in place for handling serious incidents within correctional facilities. The Council remains committed to promoting transparency and accountability within our justice system.
